西北橡胶塑料研究设计院有限公司隶属中国化工集团公司。是国内专业从事橡胶密封制品、特种橡胶制品、橡胶专用材料研发与生产的科技型企业。地处陕西省咸阳市高新区，北临西安国际航空港和陇海铁路，南依连霍高速公路（西宝高速公路），现占地面积7.8万平方米，职工总数695人，专业技术人员275人。
西北橡胶塑料研究设计院有限公司前身为西北橡胶工业制品研究所，成立于1965年8月，是原化工部直管的科研院所。1999年7月转制为企业。2014年转为法人独资的有限责任公司。
西北橡胶塑料研究设计院有限公司主要从事橡胶材料配合及应用技术研究，橡胶物化性能分析测试，橡胶材料及制品老化贮存期研究，橡胶密封制品、特种橡胶制品、橡塑制品及粒料、工程橡胶制品、橡胶防腐衬里、高分子涂料、混炼胶料等产品的研发生产。配套领域涉及航空、航天、船舶海洋工程、隧道工程、煤炭、油田、化纤、交通运输等众多领域。公司累计取得科研成果1033项，其中69项获得、部级、省级成果奖。
西北橡胶塑料研究设计院有限公司拥有橡胶密封制品质量监督检验中心、认可橡胶密封制品检验实验室，是全国橡胶与橡胶制品标准化技术委员会密封制品分技术委员会、全国液压气动标准化技术委员会密封装置分技术委员会、全国特种橡胶制品信息中心站等机构的挂靠单位。
